Kenyatta University Teaching, Referral &Research Hospital posted excellent results in the just released Report on Evaluation of the Performance of Ministries, State Corporations and Tertiary Institutions for the 2021/2022 Financial Year.
In a ceremony that was presided over by HE President William Ruto on 11th April 2023, KUTRRH scooped Position 3 Trophy among 249 State Corporations. KUTRRH was also Position 1 among 74 State Corporations in the
Service Category and Position 1 in the Heath Sector Working Group. The event at KICC was graced by the Deputy President H.E Rigathi Gachagua, Prime Cabinet Secretary Musalia Mudavadi. Several Cabinet and Principal Secretaries also attended the ceremony. Others were Chairpersons and Chief Executive Officers of State corporations, and Chairpersons and Principals of Tertiary Institutions.
What is Performance Contracting?
Performance contracting is the flagship performance management tool that the government has adopted in the running of the public service. It was introduced in the Public Sector in the year 2004 and is now in the 19th Cycle. Performance Contracting is aimed at continually improving public service delivery and aligns institutional strategic plans to Kenya Vision 2030 Medium Term Plans (MTPs) and other national priorities such as the Kenya Kwanza Plan, Sustainable Development Goals (SDGs) and Agenda 2063.
A Performance Contract is a management tool used to prioritize MDAs’ annual undertaking and measuring performance against agreed performance targets. It is a freely negotiated performance agreement between the Government- acting as the owner of the Ministries, Counties, Directorates and Agencies (MCDAs). The Performance Contract specifies the mutual performance commitments and obligations of the contracting parties.
KUTRRH Achieves an Excellent Score
During the evaluation conducted in the Month of September 2022 by officers from the Public Service Performance Management and Monitoring Unit, the Hospital achieved a composite score of 1.8555 which is in the excellent
category. This was no mean achievement considering that 2021/22 was second year the Hospital was implementing Performance Contracting. The Hospital is now in the third cycle of implementing performance contracting.
During the ceremony, President William Ruto said excellent performance by public servants must be encouraged and rewarded. He further said that the culture of suppressing high performance is primitive and has no place in any
democracy. The President noted that a commitment to go an extra mile will ensure effective delivery of services to Kenyans.
“We must motivate, reinforce and support high performance,” The President said.
