Nathaniel Otoo is a health systems and public policy consultant, and a Senior Fellow at the Washington DC based Results for Development Institute. He was the founding Executive Director of the Strategic Purchasing Africa Resource Centre (SPARC) currently hosted by Amref Health Africa in Nairobi. He has over 11-years of work experience in health insurance development and implementation, having served in various capacities at Ghana’s National Health Insurance Authority, including as CEO from 2015 to 2017. He has since 2017 been providing technical consultancy support in health financing to a number of African countries. This includes technical assistance to Kenya’s NHIF Reform Expert Panel from 2018 to 2019. Nathaniel is currently a World Bank Technical Advisor to the Government of The Gambia for the implementation of the country’s newly approved health insurance policy. He has contributed to and supported numerous global, regional and national UHC activities and events. He was a founding member of the Joint Learning Network for UHC in 2011, and later became its first convener. He currently serves on the Duke University Launch & Scale Speedometer Advisory Board as well as several other boards. He holds a LLB degree from the University of Ghana, a Professional Law qualification and a Master’s Degree in International Relations, with specialization in International Management, from the International University of Japan.
